No, pathing maps must be TGA. Files inside maps are compressed anyway.

The fonts used on my forum are "Lucida Grande", Verdana, "Trebuchet MS", Helvetica, Arial, and "Sans-Serif".
I work in Photoshop.

It must be a doodad to work properly, because units can't have pathing heights. (Doodads can be walked on . Units can only be walked through .) That stair was made in gmax, the process is called "Modelling". Takes a while to learn, boxy shapes are easy, start with cubes and prisms. And read a tutori...
